Biden Electric Tank

Biden Electric Tank – Mr. Biden wants to use tax credits to encourage the use of solar power systems and batteries at homes, businesses and utilities. The administration also wants local governments to make it quicker to obtain permits and build solar projects — in some places it can take months to put panels on a single-family house, for example. And officials want to offer various incentives to utility companies to encourage solar-energy use.

Making American cars greener is a key component of Biden’s economic and climate agendas, and major US automakers are already planning for the inevitable future of electric vehicles. GM

(GM) pledged earlier this year that 100% of its cars sold would be zero-emissions by 2035. Ford

(F) also announced in May that 40% of its vehicles sold by 2030 will be electric.

Administration officials pointed to changes being made by state and local officials as an example of how the country could begin to move faster toward renewable energy. Regulators in California, for example, are changing the state’s building code to require solar and batteries in new buildings.

There is little historical precedent for expanding solar energy, which contributed less than 4 percent of the country’s electricity last year, as quickly as the Energy Department outlined in a new report. To achieve that growth, the country would have to double the amount of solar energy installed every year over the next four years and then double it again by 2030.

An amendment from Democratic Sen. Debbie Stabenow of Michigan would provide a base credit of $7,500 to help consumers purchase electric vehicles, an additional $2,500 credit for vehicles made in America and another $2,500 credit for vehicles made with union labor.

The union has long been wary about the shift to electric vehicles and its implication for jobs, with electric vehicles taking about 30% less labor to assemble than traditional internal combustion engine vehicles, industry experts have told CNN.

“It’s coming, it’s inevitable,” said Bernie Ricke, the UAW Local 600 president. “I don’t think anyone can predict how fast it’s coming, so from our perspective, our members want to be the ones that build them.”

One Democratic lawmaker told CNN that for electric vehicles to take off in the US market, Congress is going to have to do more than pass better tax incentives; it will also need to pass funding for electric vehicle charging stations that would allow drivers to recharge their vehicles as easily as it would be to fill up their tanks with gasoline.

Union leaders told CNN they recognize an ally in Biden and have praised the president’s pro-union rhetoric. For now, they are relying on Biden’s and Congressional Democrats’ word that they’ll attempt to boost union-made cars with tax credits — something that is far from guaranteed.

“That kind of quick acceleration of deployment is only going to happen through smart policy decisions,” said Abigail Ross Hopper, the president of the Solar Energy Industries Association. “That’s the part where having a goal is important, but having clear steps on how to get there is the issue.”

The administration is making the case that the United States needs to act quickly because not doing anything to reduce reliance on fossil fuels also has significant costs, particularly from extreme weather linked to climate change. On Tuesday, on a visit to inspect damage from the intense rainfall caused by the remnants of Hurricane Ida in New Jersey and New York, Mr. Biden said, “The nation and the world are in peril.”

EVs are easier to make in large part because they have fewer components. Internal combustion vehicles and their powertrains — the mechanics that convert gasoline to energy and propel the vehicles — have far more individual components to assemble. EVs are powered by batteries and use energy more efficiently, according to a Department of Energy analysis.

Some recent natural disasters have been compounded by weaknesses in the energy system. Ida, for example, dealt a huge blow to the electric grid in Louisiana, where hundreds of thousands of people have been without power for days. Last winter, a storm left much of Texas without electricity for days, too. And in California, utility equipment has ignited several large wildfires, killing scores and destroying thousands of homes and businesses.

But it is not clear how hard the administration will push to advance solar energy through legislation and regulations. Officials have provided only a broad outline for how they hope to clean up the country’s energy system and its cars and trucks. Many details will ultimately be decided by Congress, which is working on a bipartisan infrastructure bill and a much larger Democratic measure that could authorize $3.5 trillion in federal spending.

“There’s also a level of concern with pay and benefits at these new companies, the new footprint of employment that would take place,” Masters said, speaking about prominent EV companies like Tesla

(TSLA), which produces the vast majority US-made electric vehicles and is openly anti-union.

Climate is the long-term average of weather, typically averaged over a period of 30 years. More rigorously, it is the mean and variability of meteorological variables over a time spanning from months to millions of years.

To help ease the transition, the UAW is lobbying the White House and lawmakers to support consumer tax incentives for purchasing union-made EVs, a proposal included in the budget reconciliation bill currently making its way through Congress.

At the August announcement, Biden was surrounded by union officials and introduced by Ricke, whose Dearborn, Michigan, plant is responsible for producing the new all-electric Ford F150 Lightning. Next year, that plant will start assembling the electric F150 Lightning alongside a hybrid truck and two internal combustion engines.

The Biden administration supports the incentive, though that’s no guarantee it will survive the intense negotiations taking shape in Washington this month. Two moderate Senate Democrats, Sens. Joe Manchin and Kyrsten Sinema, have already voiced opposition to a $3.5 trillion topline, with Manchin calling for a “pause” on reconciliation last week.

Still, the Energy Department said its calculations showed that solar panels had fallen so much in cost that they could produce 40 percent of the country’s electricity by 2035 — enough to power all American homes — and 45 percent by 2050.

While renewable energy has grown fast, it provides about 20 percent of the country’s electricity. Natural gas and coal account for about 60 percent. In February, a division of the Energy Department projected that the share of electricity produced by all renewable sources, including solar, wind and hydroelectric dams, would reach 42 percent by 2050 based on current trends and policies.

The Biden administration on Wednesday released a blueprint showing how the nation could move toward producing almost half of its electricity from the sun by 2050 — a potentially big step toward fighting climate change but one that would require vast upgrades to the electric grid.

But the transition will be difficult; passenger vehicles contribute 29% of total US greenhouse gas emissions, and EVs and plug-in hybrids combined only account for around 2% of the US auto sales, according to a UAW analysis. EVs made up just 2.6% of total global car sales as of 2019, according to the International Energy Agency.

“Our concerns were what that impact would be for our membership, what those products would actually look like, [and] potential volumes around those products,” UAW President Ray Curry told CNN in August, adding his union wanted assurances from the administration that EVs coming from the Detroit automakers would be built by union workers.

Building and installing enough solar panels to generate up to 45 percent of the country’s power needs will strain manufacturers and the energy industry, increasing demand for materials like aluminum, silicon, steel and glass. The industry will also need to find and train tens of thousands of workers and quickly. Some labor groups have said that in the rush to quickly build solar farms, developers often hire lower-paid nonunion workers rather than the union members Mr. Biden frequently champions.

One thing going for the administration is that the cost of solar panels has fallen substantially over the last decade, making them the cheapest source of energy in many parts of the country. The use of solar and wind energy has also grown much faster in recent years than most government and independent analysts had predicted.

The report is consistent with climate and energy plans laid out by President Biden during his campaign last year, when he said he wanted to bring net planet-warming emissions from the power sector to zero by 2035. He also wants to add hundreds of offshore wind turbines to the seven currently in American waters. And last month, he announced that he wanted half of all new cars sold to be electric by 2030 in a White House event with executives from three of the nation’s largest automakers — a goal that will depend in large part on whether there will be enough places to plug in those cars.

Such a large increase, laid out in the report, is in line with what most climate scientists say is needed to stave off the worst effects of global warming. It would require a vast transformation in technology, the energy industry and the way people live.

There are tens of thousands of auto workers in Indiana, Michigan and Ohio involved in producing internal combustion engines, Wayne State University professor and UAW labor expert Marick Masters told CNN. With many fewer parts to electric vehicles and less labor required, there are natural questions about what impact the transition could have on jobs.

“It’s been a bit of a struggle, and none of that should surprise any of us,” the source said. “The UAW has watched automakers writ large find creative ways, as markets shift, to avoid bargaining with unions.”
